I dont see anyone else complaining about this but I cant help but feel like this has to be a bug. If that STILL doesn't work all I can say is maybe building a second workbench in a different part of the cellar, uninstall/reinstall the game, or finally editing/restarting your game. Cant craft Alchemy Bench I items at Alchemy Bench II. If that doesn't work it's probably best to just destroy that alchemy workbench and build another, you'll lose the materials from whatever you were crafting I believe, but you should get back about half the materials required to rebuild the workbench. You can get 400+ BTp just by studying all the Theology and Anatomy items that are immediately available to you all the gravestones and fences in the graveyard, and all the body parts you can pull from a corpse. The desk (which is the workstation the 'Writing' tech unlocks) is used specifically for written works, so assuming you aren't writing anything anytime soon, unlocking that tech was a bit silly.
